Mayor Yvonne Davis called the meeting to order at 7:04 p.m.

Invocation- Prayer 

Bishop Major Johnson led the assembly with the prayer.

Village Clerk Juanita Darden stated to Mayor Yvonne Davis should put the wrong date for the adoption of the

Attorney Gabrielle Sansonetti stated under agenda item 11 it should say Bobby Jackson instead of Bobby

Johnson.

Ms. Hye Won Garrett spoke about:

-outdoor storage facility (located at 14020 Wood Street) across from forest preserve

-here tonight to seek a vote for a business license

Mayor Yvonne Davis stated it will be on the agenda for the next board meeting October 24, 2019 and they do not even

have to come to meeting.

 Discussion of Maverick Jackson

Mr. Maverick Jackson spoke about:

-opening up a used car lot (13505 Western Avenue)

-spoke to landlord (Lauren Demo)

-have about 20 to 25 cars

Village Clerk Juanita Darden stated he needs to come in an apply for a business license and will be back on the agenda  for October 24, 2019.

Trustee Fitzgerald Roberts made a motion for A RESOLTUION IMPOSING A HIRING FREEZE FOR THE VILLAGE OF DIXMOOR due to us have not being doing it the proper way with going through committees, also we need to make sure we have the funding do these hiring.

Economic Development, Planning and Zoning – Mr. Bert Herzog (excused absent)

 Cal Sag Resolution -Bert Herzog 19-YO-06

Attorney Gabrielle Sanonetti stated people are here tonight to speak about the Cal-Sag and will explain the Cal-Sag which is an ongoing for Dixmoor to continue to participate in the Cal-Sag program so they will explain more in details. (make clear Dixmoor the zone that are being expand , the economic zone are not in Dixmoor. (specifically have nothing to do with Dixmoor) 2014 Ordinance that was passed by Dixmoor. (all to sent to email)

Mr. Andrew Johannsen spoke about:

-they work with a company called intergroup (Cal Sag Inter-zone)

-goal today is to inform of the opportunity to approve a Cal Sag Enterprise Zone expansion

-Cal Sag Enterprise Zone consist of 17 communities (Dixmoor) is one of them

-Enterprise  Zone was established to start economic growth

-in order to bring development zone that was established by the state in 1982 (by identified geographic and you start tax incentive

-established by 1600 jobs in the 17 communities

-investment 91 million dollars

-every few years a request to expand the enterprise zone (14.5 square miles) state allow 15 square miles

-what they are looking for today is approval of the expansion by .1 square miles

-for the enterprise zone you have to get approval from all 17 communities

-did it back in 2014, 2016 and now 2016

-what is required is an amendment to your Ordinance and an intergovernmental agreement signed

-will bring jobs and business

-understand we don’t always live were we work

Trustee Yolanda Williams-Corner asked, if though the expansion is taken place in the other communities we have to agree.

Mr. Andrew Johannsen answered “Yes” it’s like these 17 communities verse the world.

Mr. Andrew Johannsen stated he doesn’t expect the approval tonight, but he needs it back within the next few weeks.

Trustee Fitzgerald Roberts stated it’s not going to hurt Dixmoor it’s really with the other municipalities.  (his recommendation is not to table it – but to pass it – 2014 same issue what brought up – lots of pages but he did read it.

Public Works and Water – Superintendent Paris Steele

Supt. Paris Steele spoke about:

-they broke ground on 144th Street & Circle Drive

-the board and resident have high expectation for public works (yesterday a town hall meeting/we had a resident that scold public works (she said where the workers at

-now yaw turn around and put a hiring freeze) does that make any sense

Trustee Toni Mitchell answered, we have to see if funds are available /village has been hiring and we do not know anything about it.

Mayor Yvonne Davis stated I have to interject, you all voted in my absence for a committee/you all formed. It is your duty as Trustees on this board to have met by now and that would be a time for you all to get together and discuss so let’s stop making excuses and let’s move forward.

-I don’t know how long this hiring freeze is going to be. (When these residents come in talking work are not being done/I want the board to say up the reason Public Works are short.

Trustee Fitzgerald Roberts stated to Supt. Steele you said it’s a shortage in Public Works; it’s not a shortage right now we have 6 employees. Public Works never had over 6 employees from my understanding. (Public Works is doing a good job)

Supt. Steele answered, he have 4 regular and 2 seasonal workers (1/2 day)

Police and Fire – Chief of Police Ronnie Burge/Fire Liaison Steve McCain

Police Chief Ron Burge Sr. spoke about:

-pretty safe summer

-shooting and homicide

-trick or treat hours 3:30 pm to 6:30 pm

Mayor Yvonne Davis stated some of the employees spoke to her today, in reference to Trick or Treat (would like to pull their cars up and let the kids trick or treat out there trunks at village hall)

Fire Liaison stated:

-he would like to wish everyone a safe fire prevention month. (Fire Prevention day was October 09, 2019)

Fire Prevention Day exists both to raise awareness of practices that can help prevent large fires and to recognize the work of the fire-fighters who are here to save lives and property.

It is also often used to commemorate particularly famous and devastating fires in individual communities, such as the Great Chicago Fire which occurred on October 9th, 1871. As legend has it, this fire was started when a Mrs. O’Leary’s cow kicked over a lantern in her shed.

Clerk’s Report – Village Clerk Juanita Darden

Village Clerk Juanita Darden spoke about:

-Village Administrative office will be closed on Monday, October 14, 2019 (Columbus Day)

-for record we will be having a new Deputy Clerk (Barbara Batton) part-time

-I resigned as FOIA (Freedom of Information Officer September 27, 2019

-all information going to HR (FOIA)

-she was hired before they put a freeze (Deputy Clerk is on hold until the hiring freeze is lifted)

Gabrielle Sansonetti we do not have a FOIA Officer and most FOIA get sent to Hr and she passes them on.

Mayor Yvonne Davis stated to Ms. Linda Keller, you are not responsible for completing FOIA’s.

Village Clerk Juanita Darden stated she step down from the FOIA Officer due to her mom illness. (Mom heart beating at 15% percent)

Trustee Yolanda Williams-Corner stated a community trip is happening on Tuesday, October 15, 2019 to Alder Planetarium. Dixmoor residents go for free

 Resolution to Correct Cook County Property Records—Bobby Jackson—Village Attorney’s – 14533 Cooper Avenue

Attorney Gabrielle Sansonetti stated Bobby Jackson purchased her property in 1977 and it included 3 pin numbers and the Cook County treasurer stated she own all those pin number. However the Cook County Recorder of Deed states the property that associates with her driveway belongs to the Village of Dixmoor. (1989) after Bobby Jackson had purchase her property.

Ms. Bonnie Rateree spoke about:

-2 things was at meeting yesterday (lady from Modern Estate spoke highly of the police department

-school wants to thank the police department from the bottom of heart 

-Trustee Yolanda Williams-Corner allowed Ms. Bonnie Rateree to see the inside of the community center

-will be volunteering

-volunteer with grant writing

-Dixmoor is winning on positive things in her newspaper

Ms. Carrie Upshaw spoke about:

-Park & Store not opposed to it coming (will bring their property down

-hope the village vote no

-she pays taxes

-it’s illegal what took place and it’s up to you guys to make it right

-been out here for 25 years

-bring stranger to the neighbor hood

Trustee Yolanda Williams-Corner stated

-cause everything is in place

-if mobile is a problem (we need to bring it up because it’s there

-we don’t one facility to bring down another

-to my knowledge it’s over there (somebody told them to go ahead with it.

-tell me how (that’s why the guy has been on the agenda so much) (police had to stop them)

-someone here gave them the go ahead

Mayor Yvonne Davis stated I was not aware of people didn’t want it over there and only way she would have known if they come and express the way they feels. (no idea)

-Mayor Davis said they were stop but they kept going back. (Park & Store)
